Immediate Action Required (URGENT ATTENTION) CTOC Please see attached photos of worksite set up whole lane taken out pushing cars on to oncoming traffic. Signs set up for shoulder closure but they have effectively made something between a contra flow and god knows what. Digger operator started moving cones when he saw photos being taken. No working men sign in either direction.
