SCRUTTONS RD more photos to add to previous incident report and request.UNSEALED length of rd .At open paddock entrance ,open ditch running to HEATHCOTE river . Totally blocked foul odours ,stagnant and not flowing due to overgrowth . health hazard ,home residents complaining . Urgent work to clear these neglected ditches . ,many thanks
