Nuisance flooding on footpath at west end of Welles st quills lane exacerbated by cafe seating construction across drain at 40 or 44 Welles st. Drain functions fine downstream at Manchester st corner. Entrance to atlas at 36 looks marginally high but main obstruction is at 40/44.
