The reporter’s words

Storm basin has large phoenix palms (invasive species requiring resource consent) planted into space by private land owner of adjoining house. Land owner stopping people accessing public space and challenging people walking between his survey pegs and the trees. This is public land. There are 6 phoenix palms and lighting in place. This is violating lots of planning laws and the phoenix palms will be dropping seeds into the storm water run off
