The reporter’s words

The red light comes on even when there are no cars on other roads. I drive home from work on Fitzgerald Ave and every night I have to stop 3-4 times on this short stretch of road (between Moorhouse Ave and Avonside Dr), but the weirdest thing is that the red light comes on even when there are no cars on other roads. What is the point? And if there is no point, could you please fix it?
