This is an old (maybe no longer working) drinking fountain. There are rubbish bins not far from this fountain, but people ALWAYS put their rubbish in the fountain. Surely this can just get replaced with a rubbish bin? It continually happens and is dirty, smelly and unsightly for the Art Centre / Gallery area of town that should be spotless for tourists!
