The reporter’s words
This street cover was adjusted sometime recently. It now makes an extremely startling noise whenever a car passes, and makes it very hard to sleep for the surrounding residences. It was previously roadconed off, so that traffic would not go over it. Presumably, that meant there was some work that still needed to be done. However, the cones are now absent, and nothing else has changed.
