The reporter’s words
2x storm water grates are blocked ( outside #4 and directly across the road) underground. The sumps have both been cleaned out previously and this did not fix the issue. The pipes under the ground are either blocked or have collapsed. I suspect the pipe that goes across the road and also the pipe that goes down the road are involved.
