who is responsible for footpaths? everywhere I walk in Christchurch there are scooters left on the footpath. I was opposed to the scooters from the start and now even more so. Singapore has just banned scooters on footpaths and so should we. if I wanted to do business on the street I bet someone in the council would nab me straight away. some action please!
