The owner of this building is providing a perfect pigeon roost over the footpath - every day there is a fresh batch of concentrated pigeon mess on the footpath and splattered up the base of the window. A quick, cheap and simple fix would be for the owner to provide pigeon proofing on the building to resolve the public nuisance currently caused. is the council able to require the building owner to do this?
