The reporter’s words

Who manages/owns the area called The Commons? It is being used as a free carpark. Cars even park on the grass. There are no 'no parking' signs and nobody polices it. It is like this every day (fuller actually, with cars tandem parked as well. This photo was taken about 5pm after most had left)
