The reporter’s words

Just want to report this vehicle that’s always parked over the footpath at 17 Brenchley Road, Lyttelton. It’s a narrow street that has a lot of traffic as there’s a subdivision at the top which makes it dangerous to walk on the road. He also drives without wearing a seatbelt and I wonder if his child is fully restrained in the middle of the bench seat? Please keep my complaint anonymous as I have mentioned this to him and he got very standoffish and defensive. A fine would solve this situation.
