The reporter’s words
The construction fence is outside the boundary. the scaffolding is erected outside the boundary. the footpath is now narrowed obstructed and pedestrians forced onto mud track forming on grass berm. It is my understanding that all construction activity and temporary fencing must be inside the boundary. what enforcement is undertaken to keep the rules.
