The drawn water
The district plan’s water-margin layers, 10,462 records of the water the plan rules by: 2,451 kilometres of classified reaches, 14,045 hectares of setback strips held back from the banks, and 198 kilometres of esplanade lines where the public edge is kept. The water you can see is at /waterways; the water the plan waits for is at /flood-hazard. This is the water the plan draws around.
The water the plan draws
Greens and blues for the classified reaches, hill, network, environmental asset, upstream, downstream, Banks Peninsula, and gold for the esplanade reserve lines. The setback strips band every reach and are listed in the standings below. Hover any line for its class. A point’s own answer is at /before.
The standings
Three instruments on one margin, the reach’s own classification, the strip held back from its bank, and the esplanade line where the public edge is kept.
The classified reaches
The plan’s seven standings for a stream: Hill waterways off the Port Hills, the Network drainage grid, the Environmental Asset reaches kept for what lives in them, and the named exceptions.
The setback strips
The margin held along each bank, 5 to 30 metres by the waterway’s class, where building and earthworks answer to the water’s rules.
The held edge
The esplanade reserve lines, where the plan reserves the water’s edge for the public.
The suburbs on the margin
By share of outline inside the setback strips, read from a sampled join, so a sliver still counts. Reaches and esplanades are counted as crossings, not cover.

Questions, answered briefly
The district plan’s water-margin layers, 10,462 records: 2,451 kilometres of classified waterway reaches, 14,045 hectares of setback strips held back from the banks, and 198 kilometres of esplanade reserve lines. Where /waterways is the water the map can see, this is the water the plan rules by.
The plan grades every reach it draws: Hill waterways run off the Port Hills, Network waterways carry the city’s drainage grid, Environmental Asset waterways are the ones kept for what lives in them. Upstream, Downstream and Banks Peninsula classes finish the ledger, and a dozen reaches around Mona Vale carry their own class, the plan’s tidiest exception.
The margin the plan holds along each bank, a strip, 5 to 30 metres wide depending on the waterway’s class, where building, earthworks and planting answer to the water’s rules instead of the zone’s. 14,045 hectares of the district sits inside one.
A strip of water-edge the plan reserves for the public, access, conservation and the walkway that may one day run the bank’s length. The lines on this map mark where that held edge is drawn; the strip itself forms when the land beside it subdivides.
/waterways is the seen record, the streams as the map draws them. /flood-hazard is the water the plan waits for. This page is the water the plan draws around, the classified reach, the held-back strip, the kept public edge.
The record behind this
Christchurch City Council’s open data, the DistrictPlanB service’s water-margin layers: the classified waterway reaches, the water-body setback strips, and the esplanade reserve lines. The strips are the plan’s margin, not a survey of the bank, a reach’s shape is where the rules bite. The ground’s other standings are at /zones and /matters.
